Kusum Kapoor wife of deceased \u00a0Naval officer V.K.kapoor whose house in Clementown area of Dehradun city \u00a0was demolished and property looted in January ,2022 by the land mafia operating with alleged connivance of police and administration has appealed to the Inspector General of Garhwal Range police to act against the culprits under the Gangsters Act.<\/p>\n
In a letter to the IG, Garhwal range who is supervising the case, Kusum Kapoor said that while some of the accused have been arrested but some are still absconding. She further stated that the gang involved in the case acted with impunity with alleged connivance of the police, revenue officials and lawyers to grab the property with ill-intention of monetary gains.<\/p>\n
She said that due to threat by the alleged accused the family has been provided police security. She said that Uttarakhand Director General of Police Ashok Kumar in his interaction with district police chiefs of the state had instructed them to create a data base of the criminals and act them under Gangsters Act. She demanded imposition of Gangsters Act against the accused.<\/p>\n
In a bizarre case, the British era house of a deceased naval officer in Clementown area of Dehradun\u00a0 city was razed to the ground and all the belongings looted by the land mafia in alleged connivance with the police on January 12, 2022. Kusum Kapoor, wife of the deceased naval officer was residing in the said property and had gone to NOIDA on January 7, 2022 for some work when her house was raided and demolished.<\/p>\n
After running from pillar to post for justice, the mother-daughter duo had a tough in meeting senior police officers \u00a0who feigned ignorance about the case and made them wait for hours together. Finally, when they contacted Uttarakhand Police DGP that he took serious cognizance of the matter and ordered that a case be registered. The station incharge of Clementown police station was suspended. An FIR was registered under sections 147, 452,447,427,323, 506 of the IPC.<\/p>\n
Preeti Khattar, daughter of Kusum Kapoor who has been fighting the case for the past nearly nine months said that the state government had declared all those allegedly involved in recruitment scam as \u00a0gangsters under the Gangsters Act but failed to take similar action with more notorious land mafia gangs who are out to grab the property of innocent law abiding citizens.<\/p>\n
Interestingly, Uttarakhand failed to nab the alleged main accused in the case till the victims sought the protection of the Nainital high court. Only some of the labourers were arrested. \u00a0The arrests in the case were made within hours of Uttarakhand High court issuing notices to the state government and senior police officials on the alleged inaction of the police in apprehending main accused in the case. The High Court issued notices to the state government and police on May 18,2022. The two \u00a0main accused namely Amit Yadav and Saurab Kapoor, a lawyer were apprehended by the police on May 19, 2022.\u00a0 The third accused in the case namely Mona Randhawa was arrested on May 22, 2022.<\/p>\n
Kusum Kapoor had filed a petition\u00a0 WPCRL 932\/2022,u\/s 482 Cr.PC\u00a0 as a complainant in the FIR no.0008\/2022,u\/s 452,447,427,323,506,395,397,448,412,34 IPC registered at Clementown police station, in May ,2022 alleging weak investigation\u00a0 and failure of the state police to arrest\u00a0 the main accused despite four months. In her petition she charged that she had complained to all the senior officials including approaching the State Police Complaint Authority but the three main accused in the case were \u00a0not arrested. Nainital High court had issued notices\u00a0 to state Home Secretary, Director General of Police (DGP), Senior Superintendent of Police (SSP), Dehradun, Station House Officer (SHO),Clementown, Dehradun and Investigation Officer.<\/p>\n
