In his budget speech, Cheema said the effective capital budget expenditure has been increased by 22 per cent over the last year. While applauding the AAP Government decision to provide free power supply to domestic consumers in the state, Cheema said that the government took a historic decision of 300 units of free power and almost 90 per cent of households are getting zero bills. He further detailed the focus areas of the state government for the year 2023-24. He further said that the Capital\u00a0Expenditure\u00a0is\u00a0pegged\u00a0at\u00a0Rs.11,782 crore i.e. an increase of 22 per cent over FY 2022-23 (RE). \u201cThe GSDP for the State is estimated to grow to be\u00a0Rs.6,98,635 crore for FY 2023-24. The Per Capita Income of Punjab stood at\u00a0Rs.1,73,873 crore at current prices in FY 2022-23 registering a growth of 7.40 per cent\u201d, he informed the House. He also said that in comparison FY 2021-22, there has been spell bound increase in both the own tax and non-tax revenues of the\u00a0State that is State GST by 23 per cent, State Excise by 45 per cent; Stamps and Registration by 19 per cent; Taxes on Vehicles by 12 per cent in\u00a0 FY 2022-23 (RE) and non-tax revenue by 26 per cent.<\/p>\n<p>&nbsp;<\/p>\n<p><strong><u>Budget Highlights 2023-24<\/u><\/strong><\/p>\n<p>\u00d8\u00a0\u00a0Total\u00a0\u00a0 Budget\u00a0\u00a0 Expenditure\u00a0\u00a0 of\u00a0\u00a0\u00a0Rs.1,96,462\u00a0 crore excluding SDF amounting to Rs.45,000 crore for FY 2023-24; 26% growth compared to the FY 2022-23 (BE). The effective Revenue Deficit and Fiscal Deficit have been pegged at 3.32% and 4.98% respectively.<\/p>\n<p>\u00d8\u00a0\u00a0The Estimates of Revenue Expenditure of State at Rs.1,23,441 crore i.e. growth of 14% over FY 2022-23 (BE). Out of this, Rs.74,620 crore is proposed towards the committed expenditure, a jump of 12% in comparison\u00a0to FY 2022-23 (BE).<\/p>\n<p><strong>STRENGTHENING\u00a0PUBLIC\u00a0FINANCE<\/strong><\/p>\n<p>\u00d8\u00a0\u00a0Tax Intelligence Unit has been duly notified and experts being hired to study the entire gamut of revenues of the State.<\/p>\n<p>\u00d8\u00a0\u00a0Rs.3,000 crore contributed to the Consolidated Sinking Fund (CSF) as against only\u00a0Rs.2,988 crore in the last 5 years by the previous Government.<\/p>\n<p><strong>AGRICULTURE\u00a0&amp;\u00a0FARMERS\u00a0WELFARE<\/strong><\/p>\n<p>\u00d8\u00a0\u00a0Government proposes to introduce a\u00a0<strong>\u201cNew Agricultural Policy\u201d<\/strong>\u00a0with the objective to conserve natural resources\u00a0and increase farmers\u2019 income, a Committee of\u00a0Experts\u00a0already\u00a0constituted in this regard.<\/p>\n<p><strong>DIVERSIFICATION<\/strong><\/p>\n<p>\u00d8\u00a0\u00a0Aam Aadmi Party (AAP) Government would provide market intervention for\u00a0Basmati\u00a0procurement,\u00a0for\u00a0which\u00a0a\u00a0\u00a0revolving fund would be created; 33% subsidy on cotton seeds and track\u00a0and trace mechanism for ensuring only quality seeds for our farmers.\u00a0Rs.1,000 crore for\u00a0a\u00a0special\u00a0scheme\u00a0on\u00a0diversification\u00a0in\u00a0FY\u00a02023-24.<\/p>\n<p>\u00d8\u00a0\u00a02574 Kisan\u00a0Mitras\u00a0to\u00a0be engaged to\u00a0provide\u00a0extension\u00a0services\u00a0in\u00a0each\u00a0village\u00a0and\u00a0spread\u00a0information\u00a0and\u00a0knowledge\u00a0at\u00a0\u00a0farmers\u2019 doorstep.<\/p>\n<p><strong>CHECKING STUBBLE BURNING PRACTICES<\/strong><\/p>\n<p>\u00d8\u00a0\u00a0To\u00a0engage\u00a0farmers\u00a0by providing\u00a0various possibilities and\u00a0solutions\u00a0to\u00a0eliminate this\u00a0practice\u00a0of\u00a0burning\u00a0paddy\u00a0straw.\u00a0Rs.350 crore allocated under\u00a0the\u00a0Sub-Mission\u00a0on\u00a0Agriculture\u00a0Mechanism,\u00a0to\u00a0provide\u00a0various\u00a0machines\/equipment.<\/p>\n<p><strong>FREE POWER TO FARMERS<\/strong><\/p>\n<p>\u00d8\u00a0\u00a0Government has\u00a0provided free power to the tune of\u00a0 Rs.9,064 crore\u00a0 in FY 2022-23(RE) and Rs.9,331 crore\u00a0has\u00a0been\u00a0earmarked\u00a0in\u00a0FY\u00a02023-24 to continue its support to the farmers.<\/p>\n<p><strong>CROP INSURANCE<\/strong><\/p>\n<p>\u00d8\u00a0\u00a0Provide Crop\u00a0Insurance\u00a0to\u00a0farmers\u00a0to\u00a0save\u00a0them\u00a0from\u00a0vagaries\u00a0of\u00a0the\u00a0weather\u00a0and\u00a0other\u00a0uncertainties.<\/p>\n<p><strong>HORTICULTURE<\/strong><\/p>\n<p>\u00d8\u00a0\u00a0An allocation of\u00a0\u00a0Rs.253 crore for\u00a0next\u00a0financial year, i.e. more than\u00a0 double the budget allocated in\u00a0FY\u00a02022-23\u00a0(RE).<\/p>\n<p>\u00d8\u00a0\u00a05 new Horticulture\u00a0Estates to be set up in the district of Ludhiana, Gurdaspur,\u00a0Patiala,\u00a0Bathinda\u00a0and\u00a0Faridkot &#8211;\u00a0\u00a0Rs.\u00a040 crore in\u00a0\u00a0FY\u00a02023-24.<\/p>\n<p>\u00d8\u00a0\u00a0A new risk mitigation\u00a0scheme\u00a0i.e.\u00a0<strong><em>Bhaav\u00a0Antar\u00a0Bhugtan\u00a0Yojna<\/em><\/strong><em>\u00a0<\/em>to ensure right remuneration to horticulture producers whenever market prices would fluctuate beyond a certain level- initial allocation\u00a0\u00a0Rs.15 crore.<\/p>\n<p>\u00d8\u00a0\u00a0A new scheme for diversification through\u00a0<strong>flower Seed production<\/strong>\u00a0would\u00a0also\u00a0be\u00a0operationalized\u00a0in\u00a0the upcoming financial\u00a0year.<\/p>\n<p><strong>ANIMAL HUSBANDRY<\/strong><\/p>\n<p>\u00d8\u00a0\u00a0Mobile\u00a0Veterinary\u00a0Units\u00a0to\u00a0be established in\u00a0FY\u00a02023-24 to provide\u00a0diagnosis, treatment minor surgeries, sample collection and audio visual support related to animals, to the farmers \/ animal owners at\u00a0their\u00a0doorsteps-\u00a0\u00a0Rs.13 crore\u00a0budgeted.<\/p>\n<p><strong>FISHERIES<\/strong><\/p>\n<p>\u00d8\u00a0\u00a0To\u00a0augment\u00a0the\u00a0area\u00a0under\u00a0fisheries, the\u00a0plan\u00a0is\u00a0to\u00a0expand\u00a0the\u00a0current\u00a0area\u00a01,212\u00a0\u00a0\u00a0acres\u00a0under\u00a0shrimp\u00a0cultivation\u00a0to\u00a05,000\u00a0acres\u00a0in\u00a0next\u00a05\u00a0year.<\/p>\n<p><strong>FORESTRY &amp; WILDLIFE<\/strong><\/p>\n<p>\u00d8\u00a0\u00a0Under the Shaheed-E-Azam Sardar\u00a0Bhagat\u00a0Singh\u00a0Hariawal\u00a0Lehar, against a target of 50 lac\u00a0saplings, 54 lac saplings have already been planted. Target\u00a0of planting 1 crore saplings in the upcoming\u00a0FY\u00a02023-24\u00a0across different schemes.<\/p>\n<p><strong>EDUCATION<\/strong><\/p>\n<p>\u00d8\u00a0\u00a0An\u00a0outlay\u00a0of\u00a0Rs.17,072\u00a0crore\u00a0for\u00a0school\u00a0and\u00a0higher\u00a0education,\u00a0which\u00a0is\u00a012%\u00a0higher\u00a0than\u00a0the\u00a0previous\u00a0year.<\/p>\n<p>\u00d8\u00a0\u00a0<strong>FINANCIAL SUPPORT FOR UPKEEP OF GOVERNMENT SCHOOLS<\/strong>:\u00a0Rs.99 crore for ensuring\u00a0basic cleanliness and upkeep of schools while teachers shall concentrate only on academics<\/p>\n<p>\u00d8\u00a0\u00a0<strong>SCHOOLS OF EMINENCE\u00a0<\/strong>117 schools have been identified for upgrading them as \u201cSchools of Eminence\u201d. On pilot basis, work for upgradation has already started at 04 schools of district Amritsar, Rs. 200 crore in FY 2023-24 for up-gradation of the schools into Schools of Eminence.<\/p>\n<p><strong>HIGHER EDUCATION<\/strong><\/p>\n<p>\u00d8\u00a0\u00a0<strong>PROVISION FOR INFRASTRUCTURE:<\/strong>\u00a0Rs.68 crore is proposed for undertaking infrastructure development in 11 new Government colleges.<\/p>\n<p><strong>TECHNICAL EDUCATION<\/strong><\/p>\n<p>\u00d8\u00a0\u00a0Rs.615 crore in FY 2023-24 for improving the technical capacities of our technical education institutes; 6% higher allocation than FY 2022-23.<\/p>\n<p><strong>SPORTS &amp; YOUTH SERVICES<\/strong><\/p>\n<p>\u00d8\u00a0\u00a0Multipurpose Sports Arenas at district level and sub-divisional level are being set-up and out of 32 projects have been completed. Rs.35 crore is proposed\u00a0for the\u00a0construction,\u00a0up-gradation\u00a0and\u00a0strengthening\u00a0of\u00a0Sports\u00a0Infrastructure.<\/p>\n<p>\u00d8\u00a0\u00a0To promote sports education in specialized areas, Rs. 53 crore allocated for the\u00a0Sports\u00a0University, Patiala.<\/p>\n<p><strong>MEDICAL EDUCATION AND RESEARCH<\/strong><\/p>\n<p>\u00d8\u00a0\u00a0An allocation of\u00a0Rs.1,015 crore in FY 2023-24 for Medical Education and Research.<\/p>\n<p>\u00d8\u00a0\u00a0For setting up of Trauma Centre at Government Medical\u00a0College,\u00a0Amritsar\u00a0and\u00a0at\u00a0Rajendra\u00a0Hospital,\u00a0Patiala\u00a0at\u00a0a\u00a0total\u00a0cost\u00a0of\u00a0Rs.\u00a0100\u00a0crore in\u00a0FY\u00a02023-24.<\/p>\n<p><strong>HEALTH<\/strong><\/p>\n<p>\u00d8\u00a0\u00a0<strong>AAM\u00a0AADMI\u00a0CLINICS\u00a0(AACS):\u00a0<\/strong>Against the initial target of\u00a0establishing\u00a0117\u00a0Aam\u00a0Aadmi\u00a0Clinics,\u00a0the Government\u00a0has\u00a0already\u00a0established 504 Aam Aadmi Clinics. Another 142 clinics are in the pipeline\u00a0and\u00a0are\u00a0expected\u00a0to\u00a0be\u00a0operational\u00a0in\u00a0next\u00a0few\u00a0days.<\/p>\n<p><strong>SKILL DEVELOPMENT<\/strong><\/p>\n<p>\u00d8\u00a0\u00a0An outlay of Rs.163 crore has\u00a0been\u00a0proposed\u00a0in\u00a0FY\u00a02023-24\u00a0for\u00a0implementing the various schemes for training and skill development such\u00a0as\u00a0Deen\u00a0Dayal\u00a0Upadhyaya\u00a0Grameen\u00a0Kaushal\u00a0Yojana\u00a0(DDU-GKY)\u00a0and\u00a0Pradhan\u00a0Mantri\u00a0Kaushal\u00a0Vikas\u00a0Yojana\u00a0(PMKVY),\u00a0etc.<\/p>\n<p><strong>INDUSTRIES &amp; COMMERCE<\/strong><\/p>\n<p>\u00d8\u00a0\u00a0Developing 20 Rural Industrial\u00a0Clusters,\u00a015\u00a0Industrial\u00a0Parks\u00a0in\u00a0order\u00a0to\u00a0accelerate\u00a0the\u00a0growth\u00a0of\u00a0MSMEs\u00a0and would also place emphasis on Start-ups and Innovation.<\/p>\n<p><strong>FISCAL\u00a0INCENTIVES<\/strong><\/p>\n<p>\u00d8\u00a0\u00a0Rs.3,750 crore has been provisioned in FY 2023-24 i.e. an increase of 19% over FY 2022-23 (BE).<\/p>\n<p><strong>FOOD, CIVIL SUPPLIES &amp; CONSUMER AFFAIRS<\/strong><\/p>\n<p>\u00d8\u00a0\u00a0Government\u00a0proposes\u00a0to\u00a0introduce\u00a0a\u00a0one-time\u00a0settlement\u00a0scheme\u00a0to\u00a0settle\u00a0the\u00a0pending\u00a0cases\u00a0of\u00a0defaulter\u00a0rice\u00a0millers.\u00a0Government is also planning to introduce online\u00a0linking\u00a0of\u00a0Mandies\u00a0with\u00a0Rice\u00a0Mills\u00a0from\u00a0next Kharif\u00a0Marketing\u00a0Season.<\/p>\n<p><strong>POLICE AND LAW &amp; ORDER<\/strong><\/p>\n<p>\u00d8\u00a0For modernization of police forces: Rs. 64 crore.<\/p>\n<p>\u00d8\u00a0To strengthen the infrastructure in the border districts : Rs.40 crore.<\/p>\n<p>\u00d8\u00a0To modernize the Cyber Crime setup and enhance its capabilities; Rs.30 crore.<\/p>\n<p><strong>SOCIAL WELFARE AND JUSTICE<\/strong><\/p>\n<p>\u00d8\u00a0A budgetary outlay of Rs.8,678 crore in\u00a0 FY 2023-24\u00a0 i.e. an increase of 17% over FY 2022-23 (BE).<\/p>\n<p><strong>INFRASTRUCTURE<\/strong><\/p>\n<p>\u00d8\u00a0For renovation and upgradation of state infrastructure a budgetary outlay of Rs.26,295 crore i.e. 13% higher than FY 2022-23 BE.<\/p>\n<p><strong>ROAD &amp; BRIDGES<\/strong><\/p>\n<p>\u00d8\u00a0Rs.1,101 crore for upgradation, construction and repair of roads and bridges.<\/p>\n<p>\u00d8\u00a0Rs.600 crore under\u00a0Pradhan Mantri Gram Sadak Yojana (PMGSY)-III to upgrade 1,278 km of road length.<\/p>\n<p><strong>RURAL DEVELOPMENT AND PANCHAYATS<\/strong><\/p>\n<p>\u00d8\u00a0Allocation of\u00a0Rs.3,319 crore\u00a0in FY 2023-24 i.e. an increase of\u00a0 11% over FY 2022-23 (BE).<\/p>\n<p><strong>LOCAL GOVERNMENT AND URBAN DEVELOPMENT<\/strong><\/p>\n<p>\u00d8\u00a0A new Urban Estate over an area of 1,600 acres at\u00a0Sahibzada Ajit Singh (S.A.S) Nagar\u00a0for development of residential, commercial and industrial plots.<\/p>\n<p>\u00d8\u00a0Acquisition process for setting up Urban Estates of over an area 1,000 acres in New Chandigarh namely Eco City-3 and Low\/High density has been started.<\/p>\n<p>\u00d8\u00a0Greater Ludhiana Area Development Authority (GLADA) would set-up an Urban Estate over an area of 1,600 acres in FY 2023-24.<\/p>\n<p>\u00d8\u00a0A township over an area of 200 acre would be developed in Bathinda by the Bathinda Development Authority.<\/p>\n<p><strong>TRANSPORT<\/strong><\/p>\n<p>\u00d8\u00a0Rs.567 crore i.e. an increase of 42% over FY 2022-23 (BE) for the transport sector.<\/p>\n<p><strong>POWER<\/strong><\/p>\n<p>\u00d8\u00a0Rs.7,780 crore for providing power subsidy to the domestic consumers.<\/p>\n<figure id=\"attachment_3121\" aria-describedby=\"caption-attachment-3121\" style=\"width: 1338px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-3121 size-full\" src=\"https:\/\/thenortherngazette.com\/wp-content\/uploads\/2023\/03\/Amarinder-Singh-Raja-Warring.jpg\" alt=\"\" width=\"1338\" height=\"1600\" srcset=\"https:\/\/thenortherngazette.com\/wp-content\/uploads\/2023\/03\/Amarinder-Singh-Raja-Warring.jpg 1338w, https:\/\/thenortherngazette.com\/wp-content\/uploads\/2023\/03\/Amarinder-Singh-Raja-Warring-251x300.jpg 251w, https:\/\/thenortherngazette.com\/wp-content\/uploads\/2023\/03\/Amarinder-Singh-Raja-Warring-856x1024.jpg 856w, https:\/\/thenortherngazette.com\/wp-content\/uploads\/2023\/03\/Amarinder-Singh-Raja-Warring-768x918.jpg 768w, https:\/\/thenortherngazette.com\/wp-content\/uploads\/2023\/03\/Amarinder-Singh-Raja-Warring-1284x1536.jpg 1284w\" sizes=\"auto, (max-width: 1338px) 100vw, 1338px\" \/><figcaption id=\"caption-attachment-3121\" class=\"wp-caption-text\">Punjab Congress Chief Amarinder Singh Raja Warring<\/figcaption><\/figure>\n<p>Meanwhile, reacting to the Punjab Budget, Punjab Pradesh Congress Committee (PPCC) president Amarinder Singh Raja Warring today said that the Aam Aadmi Party government was today completely exposed by its own admission and revelations made in the budget that was presented today in the Punjab legislative assembly. \u201cThis budget has proved to be the harsh reality check for the government in which it has miserably failed\u201d, Warring said while remarking, \u201cThe budget 2023-24 is an admission of failures and frustrations of the AAP government\u201d.\u00a0\u201cThis is not what we are saying, it is the government which is admitting that Punjab is on the brink of bankruptcy and the state government has no vision to save it\u201d, he said, while adding, had it any plan or programme it would have been revealed in today\u2019s budget only. Reacting to the State budget presented in the Vidhan Sabha, the SAD president rubbished claims of increase in revenue, saying \u201cfigures have been conveniently fudged to hide the truth from Punjabis\u201d. He said the truth was that State debt had increased by Rs 42,181 crore to touch Rs 3.47 lakh crore. He said the outstanding debt to GSDP ratio of 46.81 per cent also suggested that the State was hurtling towards financial bankruptcy. While pointing out that the budget is not showing any new avenues of revenue, Shergill, in his Budget reaction said, \u201cImmediate steps were required to address the problem of ever worsening financial crisis in the state but unfortunately the budget lacks any concrete roadmap for reviving the dwindling state economy.\u201d Shergill further said that there is no strategy in the Budget to make the state debt free, which is a cause of immense worry, while adding, \u201cA thorough perusal of the budget shows that this budget actually puts Punjab in a reverse gear with Bhagwant Mann sleeping on the steering wheel.\u201d BJP Spokesperson said that people of Punjab, particularly women, are extremely disappointed with the Budget. Jindal further said that the government even failed to fulfill the target of GST of 27 per cent and just closed the figure at 9.24 per cent, whereas national average is more than 15 per cent. \u201cIn the last year budget of 2022-23, the government proposed Rs 100 crores for focal point and then reduced this to Rs 60 crores in the revised budget with intimation to Industries. In the 2023-24 Budget, this was further reduced to Rs 50 crores.
