All India Power Engineers Federation strongly objects to Working Group Report on Electricity (Amendment) Bill 2025<\/p>\n

The All India Power Engineers Federation (AIPEF) has expressed serious objections to the report submitted by the Working Group constituted by the Ministry of Power to finalize the draft of the Electricity (Amendment) Bill 2025.<\/p>\n
The AIPEF has categorically warned that if any attempt is made to introduce the Bill in Parliament on the basis of this report, a nationwide agitation will be launched.<\/p>\n
he AIPEF has demanded that there should be no undue haste in placing the Bill before Parliament on the basis of this report and that the report must be made public immediately.<\/p>\n
AIPEF Chairman Shailendra Dubey stated that on 30 January 2026, the Ministry of Power quietly issued an order constituting the Working Group. It has now come to light that the Group has submitted its report to the Union Power Minister.<\/p>\n
The AIPEF has strongly objected to the inclusion of the Director General of the All India Discoms Association, Mr. Alok Kumar, in the Working Group. The Association is a private body registered under the Societies Act, and several of its office bearers have publicly advocated privatization of the power distribution sector. In a meeting held in Mumbai in November 2025, the Association had projected privatization as the primary solution to address financial losses of discoms.<\/p>\n
The AIPEF stated that the inclusion of this private body, which is linked with corporate interests, clearly indicated from the outset that stakeholder objections would be ignored and that the report would favor privatization.<\/p>\n
AIPEF has apprehended that the Central Government intends to hastily finalize and introduce the Bill during the second phase of the Budget Session of Parliament commencing from 09 March 2026. Nearly 2.7 million power employees and engineers across the country will not accept anti-people provisions under any circumstances.If the concerns of employees and engineers are ignored and the Bill is pushed forward, a nationwide movement will be launched, and the Government will bear full responsibility for the consequences.<\/p>\n
