Sukesh C. Khajuria, a Senior Social and Health Activist, has written to the Union Health Minister J.P.Nadda to provide Digital Subtraction Angiography (DSA) is a critical, life-saving diagnostic and interventional technology indispensable for the management of cardiovascular, neurovascular, and peripheral vascular diseases in J&K.<\/p>\n
He wrote in his representation that in the larger public interest and in furtherance of the constitutional mandate to ensure accessible, affordable, and quality healthcare for all citizens, it was incumbent upon the State to ensure the availability of adequate medical infrastructure, particularly in geographically sensitive and underserved regions such as the Union Territory of Jammu & Kashmir.<\/p>\n
He further said that right to health forms an integral facet of Article 21 of the Constitution of India, which guarantees the right to life and personal liberty. He regretted that the availability of such advanced medical facilities within the Union Territory remains grossly inadequate and as a consequence, patients\u2014often in emergency and time-sensitive conditions such as stroke or cardiac events\u2014are compelled to seek treatment outside the Union Territory. This not only causes unwarranted delays in medical intervention but also imposes severe financial and logistical burdens on patients and their families, thereby adversely affecting health outcomes and, in certain cases, resulting in preventable fatalities,\u201d he added.<\/p>\n
He requested that the Ministry should Consider the establishment of a fully equipped Digital Subtraction Angiography (DSA) Laboratory in the Jammu region; and a fully equipped Digital Subtraction Angiography (DSA) Laboratory in the Kashmir region.These facilities may preferably be installed in premier government medical institutions to ensure equitable access, affordability, and optimal utilization in the public healthcare system.<\/p>\n
He hoped that the proposed initiative would, strengthen tertiary healthcare infrastructure in the Union Territory; facilitate timely diagnosis and intervention in critical medical emergencies, including stroke and cardiac conditions; Reduce dependency on out-of-region referrals; and Advance the objectives of universal healthcare in alignment with national health policies.<\/p>\n
He argued that given the unique geographical constraints and healthcare accessibility challenges in Jammu & Kashmir, the establishment of such facilities is not merely desirable but essential to uphold the principles of equity and justice in healthcare delivery.<\/p>\n
He pleaded that his representation be considered with due urgency and that appropriate directions be issued for the implementation of the aforesaid proposal in the larger national interest.<\/p>\n","protected":false},"excerpt":{"rendered":"
