Vidyut Karmachari Sanyukt Sangharsh Samiti, UP has urged Uttara Pradesh Chief Minister \u00a0Yogi Adityanath to immediately withdraw the proposed joint venture arrangement with NTPC for the Obra-D (2\u00d7800 MW) and Anpara-E (2\u00d7800 MW) thermal power projects and entrust these projects to Uttar Pradesh Rajya Vidyut Utpadan Nigam (UPRVUNL), keeping the state’s long-term energy interests in mind.<\/p>\n
The Sangharsh Samiti stated that although a Memorandum of Understanding (MoU) was signed with NTPC during the Global Investors Summit in February 2023, more than 40 months have passed without the commencement of construction work. This delay poses a serious threat to Uttar Pradesh’s energy security.<\/p>\n
According to the Sangharsh Samiti, the principal reasons for the delay are the absence of adequate coal linkage, financial approval bottlenecks, and practical difficulties associated with the joint venture model. Reports indicate that only about 50% of the required coal has been proposed for allocation, and that too from a relatively expensive source, which is likely to increase the cost of power generation in the future. In addition, NTPC’s investment ceiling, as well as land acquisition and rehabilitation issues, have further delayed the projects. These developments clearly indicate that the joint venture model has failed to deliver the intended results.<\/p>\n
The Sangharsh Samiti further observed that these facts demonstrate that the Obra-D and Anpara-E projects are not among NTPC’s priority projects. Given Uttar Pradesh’s rapidly growing electricity demand, any further delay would be detrimental to the state’s interests.<\/p>\n
The Sangharsh Samiti pointed out that a thermal power project is normally completed within five years. However, in this case, even after 40 months, construction has not begun. If timely action is not taken, escalating project costs (cost overruns) will ultimately compel the state to procure expensive electricity, imposing a significant financial burden on both consumers and the state government.<\/p>\n
The Sangharsh Samiti believes that if these projects are executed by Uttar Pradesh Rajya Vidyut Utpadan Nigam, the existing infrastructure at Obra and Anpara\u2014including railway sidings, water supply systems, ash handling facilities, and other common utilities\u2014can be effectively utilized, reducing the cost of power generation by approximately 40 to 50 paise per unit. This would enable the state to provide affordable, reliable, and self-reliant electricity.<\/p>\n
The Sangharsh Samiti also cautioned that operating power plants owned by different entities within the same complex could lead to operational and legal disputes in the future, particularly regarding coal transportation, use of railway sidings, ash disposal, and other shared infrastructure. Therefore, transferring these projects to UPRVUNL is the most practical and sustainable solution.<\/p>\n
The Sangharsh Samiti once again urged the state government to terminate the joint venture arrangement for the Obra-D and Anpara-E projects and entrust their construction and operation to Uttar Pradesh Rajya Vidyut Utpadan Nigam. This would ensure the timely addition of generation capacity, meet the state’s rapidly growing electricity demand, and strengthen Uttar Pradesh’s energy self-reliance.<\/p>\n","protected":false},"excerpt":{"rendered":"
