{"id":9671,"date":"2026-10-05T06:53:31","date_gmt":"2026-10-05T13:53:31","guid":{"rendered":"https:\/\/thenortherngazette.com\/?p=9671"},"modified":"2026-10-05T06:53:31","modified_gmt":"2026-10-05T13:53:31","slug":"divisive-harish-rawat-at-his-old-game-defying-congress-party-high-command","status":"publish","type":"post","link":"https:\/\/thenortherngazette.com\/index.php\/2026\/10\/05\/divisive-harish-rawat-at-his-old-game-defying-congress-party-high-command\/","title":{"rendered":"Divisive Harish Rawat at his old game defying Congress party high command"},"content":{"rendered":"<p>&nbsp;<\/p>\n<p>Divisive Harish Rawat at his old game defying Congress party high command<\/p>\n<p>S.M.A. Kazmi<\/p>\n<p>Dehradun, Oct 5<\/p>\n<p>The recent developments in Uttarakhand Congress clearly indicate that history is again being repeated with possible disastrous consequences for the grand old party in the upcoming state assembly elections due to the machinations of senior leader and former Chief Minister Harish Rawat.<\/p>\n<p>Despite attempts by the Congress party high command to sideline him, Harish Rawat has not relented and has even defied the dictate of the party leadership by organising his \u201cJansanwad\u201d yatra without taking the party leadership into confidence.<\/p>\n<p>Uttarakhand Congress party incharge Selja had written a letter to him on October 1, 2026 asking him to refrain from organising his own programmes. She wrote,\u201d It has come to out notice that you are undertaking a yatra in the state. This is neither been discussed with the undersigned nor with the PCC president. You have also reportedly made certain controversial statements recently. The state elections are to be held in the next few months and the party must put up a united front. You will appreciate that any such parallel programme at this juncture will will not be in the interest of the party. You therefore not go ahead with these programme.\u201d<\/p>\n<p>Defying the dictate, Harish Rawat in his social media post commented that there is \u201cPyar pe Pahra\u201d which roughly translate to \u201cGuard on love\u201d. He took out his \u2018jansanwad\u2019 yatra from Jaspur in Kumoan along with some party leaders including party\u2019s campaign committee chief Pritam Singh and former Speaker Govind Singh Kunjwal challenging the party high command.<\/p>\n<p>These developments further point to the fact that despite efforts by the party high command to fight the coming assembly polls under collective leadership, Harish Rawat as usual has thrown a spanner in their plans. It would be interesting to watch whether the Congress high command which had tried to cut him to size, take action against him leading to split in the rank and file or try to placate him further.<\/p>\n<p>A shrewd politician, Harish Rawat during the past quarter of a century of existence of Uttarakhand had always to arm twist the party high command to bow to his wishes and aspirations. But the results for Congress had been disastrous.<\/p>\n<p>The Congress party in a move aimed at preparations for the 2027 state assembly polls has tried to come out of his shadow after a period of quarter of century since the inception of the state in 2000 by appointing a triumvirate.<\/p>\n<p>The party has appointed Ganesh Godiyal, a former Brahmin legislator from Pauri Garhwal as the president of the Uttarakhand unit. He replaced Karan Mahra, brother- in- law of Harish Rawat, who completed his three- year term in April this year. Interestingly, two other senior party leaders namely Pritam Singh and Harak Singh Rawat were appointed as Heads of party\u2019s campaign committee and election management committee, respectively.<\/p>\n<p>Ganesh Godiyal considered close to Harish Rawat off late has distanced himself from him while comeback of Harak Singh Rawat on an important position is a setback for Harish Rawat, who has not forgiven him for 2016 mass defection of Congress legislators.<\/p>\n<p>The mercurial Harak Singh Rawat who returned to Congress before 2022 state assembly polls is facing CBI and enforcement directorate cases of corruption but has been most vocal against BJP government. He has been awarded for his aggression despite facing cases which none of the senior state Congress leaders has done.<\/p>\n<p>Karan Mahra, a former Congress legislator from Ranikhet had taken over from Ganesh Godiyal in 2022 after the defeat of the party in the state assembly polls. The appointment of triumvirate of Ganesh Godiyal, Pritam Singh and Harak Singh Rawat is a blow to the ambitions of Harish Rawat who is the sole senior most party leader still eyeing the top post if the party wins the 2027 state assembly polls.<\/p>\n<p>The party has tried to balance between Garhwal and Kumaon regions and various castes. While, Yashpal Arya, Leader of Opposition and Deputy Leader Bhuvan Kapri are from Kumoan, the outgoing state unit chief Karan Mahra was also from Kumoan. By appointing the triumvirate from Garhwal region, and also appointing Presidents of the district Congress Chiefs from various castes and communities, the party has tried to balance the equation before the state assembly which are 13 months away.<\/p>\n<p>The last two state assembly polls of 2017 and 2022 were fought under the tutelage of Harish Rawat which Congress lost badly. Since, 2014 Lok Sabha elections, Congress has been completely routed by the resurgent BJP riding on the planks of Hindutva, anti-Muslim rhetoric \u00a0and nationalism. The Congress has failed to score a single win in the 2014, 2019 and 2024 Lok Sabha polls. Harish Rawat has been controlling the party since the inception of the state being the first president of the state unit in 2000.<\/p>\n<p>Harish Rawat had remained a controversial leader who has tried to control the state party unit and pressurised the party high command to bow to his wishes from time to time. Interestingly in his bid to lord over the party, he has never allowed or supported any state Congress party president. He has the dubious distinction of having feuds with all the state party chiefs including his own brother-in-law Karan Mahra and his one-time proteges namely Pritam Singh and Kishore Upadhaya. Yashpal Arya, presently, Leader of Opposition (LOP)in the state assembly also had bitter relations with Harish Rawat when he headed the state party unit.<\/p>\n<p>Most interestingly, Ganesh Godiyal was very close to Harish Rawat and was brought as party chief in 2021 replacing Pritam Singh before the 2022 state assembly polls. It was still commonly believed that Ganesh Godiyal has been again been brought back on the recommendation of Harish Rawat, but the ground reality is that Harish Rawat had changed horses midstream and was rooting for Pritam Singh whom he himself opposed during his tenure as state party chief. After the resounding win of Congress in Dehradun district in panchayat elections under the leadership of Pritam Singh this year, Harish Rawat at a public felicitation function had announced that next state assembly polls should be fought under the leadership of Pritam Singh much to the surprise of Ganesh Godiyal who had since then tried to distance himself from the shadow of Harish Rawat.<\/p>\n<p>Harish Rawat had a running feud with veteran Congress leader and former Chief Minister N.D.Tewari and during the tenure of Tewari as Chief Minister of the state from 2002 till 2007, he acted as the main opposition to him and left no chance to undermine him. He was dead against the group of party leaders owing allegiance to Tewari and forced most of them to leave the party.<\/p>\n<p>Harish Rawat led a group of Uttarakhand Congress legislators who opposed the elevation of Vijay Bahuguna as Chief Minister after 2012 state assembly elections. In the bargain, he got a place in the ministry of Manmohan Singh. Despite being a Union Minister from 2009 till 2014, he continued to snipe at Bahuguna and finally got rid of him following 2013 natural disaster. He played a crucial role in convincing the party high command that the state government response to the disaster was dismal and there was a need for change of guard. He replaced Bahuguna as Chief Minister in February 2014 but was unable to keep his flock together particularly leaders belonging to Tewari faction. Soon, senior party leader Satpal Maharaj left the party. Later, ten Congress legislators led by Vijay Bahuguna left Congress to join the BJP bringing down his government which was later reinstated on the intervention of the Supreme Court directions. But he lost the 2017 state assembly elections badly. He himself lost from both the assembly segments of Kiccha and Haridwar( rural) from where he contested the polls. The party was reduced to its\u2019 worst tally of 11 seats in the house of 70 members.<\/p>\n<p>After the poll debacle, Pritam Singh, a legislator from Chakrata was made state Congress Chief but Harish Rawat also had problem with him. After the demise of Indira Hariydesh, a senior party leader hailing from Haldwani who was leader of opposition in the state assembly, Harish Rawat convinced party high command to remove Pritam Singh and got Ganesh Godiyal as state party president.<\/p>\n<p>Pritam Singh, five &#8211; time legislator from Chakrata assembly segment who throughout his political career in state politics was a Harish Rawat loyalist found his own mentor turning against him.<\/p>\n<p>During the 2022 state assembly polls, Harish Rawat also had strained relations with state party general secretary In-charge Devendra Yadav who was trying to take everybody along. Harish Rawat wanted a free hand in the distribution of tickets which he was able to do to some extent.<\/p>\n<p>It was believed that Ganesh Godiyal who was once close to Harish Rawat would be acceptable. But, few months into the saddle, the differences between the two come out in the open. Ganesh Godiyal who tried to wrest the initiative from BJP by organising entry of some senior BJP leaders including former legislators into Congress was not liked by Harish Rawat. \u00a0Unable to fathom the growing clout of Ganesh Godiyal who was trying to build his own team, Harish Rawat probably found in him a possible rival for the past of Chief Minister in case Congress comes to power. He objected to the reported non-inclusion of one of his own prot\u00e9g\u00e9 from Ramnagar who had fought against official party candidate in last elections.<\/p>\n<figure id=\"attachment_9673\" aria-describedby=\"caption-attachment-9673\" style=\"width: 1600px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-9673 size-full\" src=\"https:\/\/thenortherngazette.com\/wp-content\/uploads\/2026\/10\/shailja-harish-rawat.jpg\" alt=\"\" width=\"1600\" height=\"900\" srcset=\"https:\/\/thenortherngazette.com\/wp-content\/uploads\/2026\/10\/shailja-harish-rawat.jpg 1600w, https:\/\/thenortherngazette.com\/wp-content\/uploads\/2026\/10\/shailja-harish-rawat-300x169.jpg 300w, https:\/\/thenortherngazette.com\/wp-content\/uploads\/2026\/10\/shailja-harish-rawat-1024x576.jpg 1024w, https:\/\/thenortherngazette.com\/wp-content\/uploads\/2026\/10\/shailja-harish-rawat-768x432.jpg 768w, https:\/\/thenortherngazette.com\/wp-content\/uploads\/2026\/10\/shailja-harish-rawat-1536x864.jpg 1536w, https:\/\/thenortherngazette.com\/wp-content\/uploads\/2026\/10\/shailja-harish-rawat-390x220.jpg 390w\" sizes=\"auto, (max-width: 1600px) 100vw, 1600px\" \/><figcaption id=\"caption-attachment-9673\" class=\"wp-caption-text\">Kumari Selja and Harish Rawat<\/figcaption><\/figure>\n<p>Unhappy at not being heard, he announced to take an \u2018earned\u2019 break from \u2018politics\u2019 for a fortnight to show his annoyance and pressurise the party as part of his time-tested strategy. Interestingly, during the \u2018break\u2019 period he become hyper active, giving interviews to host of channels and talk shows. He also poured his heart out in describing his \u2018achievements\u2019 in his social media posts. Even some his die-hard supporters including a legislator openly called for a \u2018revolt\u2019 against the party for \u2018insult\u2019 heaped on him.<\/p>\n<p>Amidst this far too familiar tactics of Harish Rawat, Selja visited the state and did not bother to placate the grand old man of Uttarakhand Congress. She did not go to him to know about his \u2018grievances\u2019.<\/p>\n<p>In another significant development, Selja also poured cold waters on the ambitions of senior leaders including Harish Rawat in giving party tickets to their own kith and kin. She said that the formula of \u201cone family, One ticket\u2019 would be strictly followed in next assembly polls.<\/p>\n<p>Harish Rawat, whose own daughter is a party legislator from Haridwar was eyeing ticket for his son Anand Rawat and himself. Leader of Opposition Yashpal Arya was looking for a nomination of his own son, a former legislator while Pritam Singh, legislator from Chakrata\u00a0 was hopeful of getting a nomination for his son, a vice-chairman of Dehradun Zila Panchayat.<\/p>\n<p>Interestingly, while the 2017 assembly polls were fought by Congress party under the leadership of Harish Rawat who was then Chief Minister, again in 2022 polls, he pressurised the party to announce him as the Chief Ministerial face during the polls. The party lost both the elections and personally Harish Rawat was also defeated. In 2017, he fought on two assembly seats and lost on both. In 2022, he again lost the assembly polls.<\/p>\n<p>Earlier, Harish Rawat who was party general secretary in-charge of Punjab was blamed for the ruin of the party in the state. Former Punjab Chief Minister Amarinder Singh had blamed Harish Rawat of playing dirty and tried to prop up Navjot Singh Sindhu before 2022 state assembly polls. After the removal of Amarinder Singh as Chief Minister, both the leaders exchanged unpleasant things against each other. Amarinder Singh also accused Harish Rawat in his resignation letter.<\/p>\n<p>After Harish Rawat returned to Uttarakhand after the coronation of Charanjit Singh Channi as Punjab Chief Minister and had a tiff with Devendra Yadav, party general secretary In-charge of Uttarakhand, Amarinder Singh had tweeted \u201cYou reap, What you sow\u201d.<\/p>\n<p>Interestingly, another former Punjab Congress Chief and presently Punjab BJP President Sunil Jakhar, in an interview with a television channel had blamed Harish Rawat for scripting the defeat of the party in Punjab. Jakhar said that Harish Rawat came with a set agenda to promote Navjot Singh Sidhu, who demanded greater say and played a big role in the replacement of Amarinder Singh with Charanjit Singh Channi.<\/p>\n<p>Sunil Jakhar said that he suspected that he got his agenda implemented at the cost of bickering.
