Left parties, Mahila Mach and Insaniyat Manch demand implementation of ‘Rule of Law’ and security for ‘Mohammed Deepak’

Three delegations of political parties and social organisations met with Additional Director General of Police V. Murugesan of Uttarakhand police in the past two days expressed serious concern at the deteriorating law and order situation and demanded adequate security for Deepak Kumar Kashyap of Kotdwar who are being constantly being threatened by Hindutva groups with impunity. A delegation of left parties comprising Samar Bhandari national council member of Communist Party of India (CPI), Rajendra Purohit state secretary of Communist Party Marxist (CPM) and Indresh Maikhuri, State Secretary Communist Party of India ( Marxist Leninist) met the police official on February 11 and drew his attention towards the Kotdwar incident. Two delegations of ‘Insaniyat Manch’ and ‘Uttarakhand Mahila Manch’ also met Additional Director General of Police V. Murugesan in the absence of DG police, today expressed their dismay at the prevailing law and order situation as well as communalisation being spread by Hindutva elements.

These delegations argued said that Incidents of crime and communal violence are continuously increasing in Uttarakhand, and the lack of effective legal measures to control them is a matter of serious concern.

A delegation of Uttarakhand Insaniyat Manch led by Dr. Ravi Chopra informed that they had met him in the first week of February to apprise him about their apprehensions but nothing concrete was done to deter communal elements from vitiating the social life of the state. “ We demanded that rule of Law should prevail in the state and strict action should be taken against those trying to take law into their own hands,” said Dr. Ravi Chpora.

They said that Deepak Kashyap and his friend Vijay Rawat who as conscious citizens tried to save an elderly person of a minority community on January 26, 2026, from some communal elements who were harassing him to change the name of his shop is facing threats and constant harassment. Subsequently, on January 31, 2026, some communal elements from Dehradun and other places went to Kotdwar and, according to the Kotdwar police’s own FIR, they blocked roads, abused, scuffled with the police, and attempted to disrupt the communal harmony of the city.

But unfortunately, no effective legal action was taken against these communal miscreants despite the presence of Chief Minister in Kotdwar on the fateful day. Now,  another group of communal elements, calling itself the Hindu Raksha Dal, has been releasing videos openly threatening to  commit violence against Deepak Kumar. They are spewing communal venom. Yet, no action has been taken against them so far. They were prevented from reaching Kotdwar today but they continue to issue threats through videos in the presence of police. These individuals were previously involved in the demolition of the 100-year-old shrine of Baba Bulleh Shah in Mussoorie. No effective action was taken against them there either.

These delegation reminded the senior police official that regarding hate speech, the Honorable Supreme Court in 2022 clearly directed that in cases of hate speech, the police should not wait for a formal complaint but should take suo motu cognizance and take immediate action. The Honorable Supreme Court also stated that failure to do so would be considered contempt of court.

These delegations  in light of the above facts, demanded that strict legal action be taken against those who called for violence against Deepak Kumar, who set an example of communal harmony in Kotdwar. Deepak Kumar’s safety should be ensured, and the false case filed against Deepak Kumar and Vijay Rawat should be dropped.

The steadily increasing crime rates in Dehradun and other parts of the state are a matter of serious concern. Four murders have occurred in Dehradun alone in the past two weeks. Immediate steps should be taken to control this serious situation and accountability for crime control should be ensured.

The Uttarakhand Mahila Manch has expressed concern over the deteriorating law and order situation across Uttarakhand, including Dehradun.

Kamala Pant, coordinator of the Uttarakhand Mahila Manch, stated that she received positive assurances from the Additional Director General of Police and expressed hope that the police would arrest those who issued the threatening videos as soon as possible.
