Demonstration held for imposition of inner line permit requirements for outsiders in hinterland

Demanding shifting of inner line permit requirements in the border areas close to Indo-Chia and Indo-Nepal borders to hinterland from Chiyalekh to Jauljibi in Pithoragarh district, Congress workers took out a procession in Dharchula town. Outsiders are required to seek inner line permit to visit areas close to these borders

“We want to restrict the entry of  suspicious elements to border town of Dharchula, as criminal incidents in this otherwise peaceful society has increased due to entry of criminals elements,” said Bhupendra Thapa, block president of Congress committee of Dharchula block who led the procession.

The Congress leader said that some people are creating atmosphere of fear in the name of opposing the incident that took place on February 1, this year in which two minor girls eloped to Bareilly with two youths on the pretext of marriage.” We are for social harmony in this town and no one needs to fear. Only anti-social or anti- national elements should be checked,” said Thapa.

Nanda Bisht, district president of Mahila Congress in Pithoragarh district said after procession that inner line, that restricts entry to border region be again shifted to Jauljibi from Chiyalekh to check the entry of outsiders to the town.” Before the inner line was shifted to Chiyalekh, some 85 km from Dharchula in the year 1998, the outsiders would get only 3 days stay pass in Dharchula town, but after it was shifted, there is no control on entry and stay of outsiders to the town resulting into increase in criminal activities,” said Nanda Bisht.

According to the administrative sources, the inner line permit system that came into existence  after Indo-China conflict of 1962  at Jauljibi, some 35 km downwards from Dharchula town, was shifted to Chiyalekh in 1998 keeping in mind the tourism development plans of government for border villages.

Dharchule town has witnessed protests after the February 1, after two minor girls were allegedly abducted and later recovered from Bareilly in Uttar Pradesh. Firstly, traders body in Dharchula took out a procession in the first week of February demanding re-verification of all outsiders in Dharchula. The traders union also cancelled all 630 registration of traders in Dharchula of outsiders doing business in the town and started re-registration. It was also decided to boycott traders who had reached Dharchula after the year 2000.”We have registered over  600 traders including 200 traders from outside Dharchula. We are not giving membership to those who have started business in the town after the year 2000,” said Mahesh Garbiyal, general secretary of Vyapar Mandal, the traders union in Dharchula town.

According to Mahesh Garbiyal a total of  60 non-verified outsiders including rag pickers, barbers and labourers have left Dharchula town after traders agitation against the incident of February 1, this year.
