Uttarakhand Open University Teachers’ Association seeks immediate intervention of Chancellor in university affairs

Bhupen Singh, President of the Uttarakhand Open University Teachers’ Association in a representation to the Chancellor and Uttarakhand Governor Lt. Gen. Gurmit Singh (retd) has sought his urgent intervention in the alleged irregularities in the appointment of an associate professor in the university which is being done against all norms and regulations for such appointments.
Bhupen Singh who is an assistant professor in the department of Journalism and Media Studies School of the University in his representation sent through registrar of the university has alleged that every norm and regulation in the statue book for appointment of associate professor in the university has been flouted to favour a particular candidate.
Giving all the proofs , he wrote that to favour a particular candidate to be appointed as an associate professor in the department of journalism and media studies school of the university, all the requisite qualifications as stipulated in the university statue book are being violated with impunity with clear disregard of the professed policy of zero tolerance of the present state and central government.
In his representation, the Teachers’s Association demanded immediate cancellation of the said appointment in the department of Journalism and Media Studies school and recovery of money paid as salary for such alleged illegal appointment from those responsible for such act. Bhupen Singh charged that he is being harassed for raising his voice against corruption and illegal acts in the university and fears for his life. He sought protection from any harm to him for being whistle blower and stoppage of his harassment by the officials.
He also raised the issue of appointment of a complaints redressal committee by the university in whose recommendation, the qualification of a particular favourite candidate has been given sanction. He said that appointment of such a committee was against the norms, rules and regulations of the university and should be declared null and void along with its’ recommendations. He also sought action against those who changed the reservation roster to favour that particular candidate.
Bhupen Singh, President of the of the Uttarakhand Open University Teacher’s Association said that university authorities in clear violation of the Constitutional provisions have proclaimed permanent section 144 in the university campus to prevent teachers and employees from ‘right to association’ which should be immediately revoked and action taken against those guilty of using such extra constitutional means to suppress democratic voices.
Bhupen Singh has also sent the copies of his representation to the office of the Prime Minister, Uttarakhand Chief Minister and UGC for action in the matter.
